Policy Director

Organizational Overview:

The mission of Health Equity Solutions (HES) is to promote policies, programs, and practices that result in equitable access to health care, increased quality in the delivery of health care, and improved health outcomes for Connecticut residents. Our mission is motivated by the vision that every Connecticut resident will obtain optimal health regardless of race, ethnicity, or socio-economic status. Our work is fueled by the belief that increasing health equity requires leadership, advocacy, and collaboration to advance systems level policy change to transform the lives of those most affected by health disparities in Connecticut. This translates to work focused on policy change driven by the needs of the uninsured, persons of color, and economically disadvantaged individuals in the state. HES does its work with a three-pronged focus to educate, agitate, and advocate. HES is currently seeking a Policy Director.

Job Summary:

The Program Director for Policy leads the development, execution, and evaluation of Health Equity Solutions’ (HES) policy work, both analysis and advocacy. The Policy Director serves as a liaison and manager of external vendors related to our policy work. The role works closely with the Executive Director to ensure the strategic focus of HES continues to address the needs and priorities of the people and communities HES works with and behalf of every day.

Duties/Responsibilities:

  • Developing and implementing a legislative strategy as well as a strategy for non-legislative policy actions, including policies, guidance, and regulations issued by executive agencies
  • Managing professional staff and contract lobbyists engaged in legislative and policy advocacy
  • Researching and analyzing proposed legislation and policies;
  • Drafting and presenting testimony on legislative and policy proposals before legislative and other government bodies;
  • Drafting new legislation and policies and amendments to existing laws and policies;
  • Preparing legislative and policy memoranda, reports, briefing papers and letters
  • Representing HES in key coalitions and coordinated advocacy campaigns.
  • Consulting with and lobbying senior lawmakers, the governor’s staff, and agency officials regarding HES’ top priority legislative and policy issues.
  • Cultivating strategic relationships and influential partnerships to further the HES’ mission and strategic objectives.
  • Support the Executive Director to develop and leverage opportunities and strategic relationships and in support of legislative and policy priorities.

This position manages all policy staff and is responsible for teambuilding and performance management.

Job Specifications:

Education:                  Master’s Degree in public policy, public health, or other social sciences preferred.

Experience:              Significant knowledge of public policy and advocacy required; Significant Medicaid knowledge and experience; knowledge of and experience of health equity and health system transformation; 5-7 years of relevant     professional experience preferred; knowledge of and passion for health equity preferred.

Skills:                           Policy analysis/policy communications; strong proactive project management skills with experience managing and coordinating research projects, policy analysis, and high-impact advocacy campaigns; management experience; skilled at creating, summarizing, and presenting information in a concise and clear manner for multiple audiences; strong problem solving skills; skilled at building and maintaining relationships; interpersonal, computer, verbal and written communication skills; time management; excellent organizational skills mandatory.

Other:                          Must be proficient in Microsoft Word, Excel, PowerPoint; Internet Applications; Social Media platforms.
