Kally Moquete, Esq., LMSW, is a passionate advocate and dedicated changemaker with extensive experience championing the rights of marginalized communities. Born and raised in Hartford, Kally’s lived experience as a first-generation college student and former foster youth has shaped her unwavering commitment to systemic reform and social justice. Having witnessed firsthand the consequences of inadequate policies and lack of accountability, she works tirelessly to drive meaningful change for those who need it most.

At HES, Kally is the Senior Manager of Policy, where she continues her mission of advocacy and policy reform. Prior to this role, she served as a School Social Worker, 504 Coordinator, and Title IX Coordinator for Hartford Public Schools, ensuring students received the resources and protections they deserved. She also led youth violence prevention and intervention efforts as the Director of Peacebuilder Operations and Programs at COMPASS Youth Collaborative.

Kally represents HES on the AHEAD (Advancing Health Equity, Access, and Delivery) Advisory Committee, where she contributes to the development and implementation of the AHEAD model, helps shape the Statewide Health Equity Plan, and supports initiatives aimed at advancing health equity across Connecticut.

Kally holds a Juris Doctor from Western New England University School of Law, with a concentration in public interest, and a Master’s in Social Work from Fordham University Graduate School of Social Service, specializing in community-based leadership and macro practice. She earned a Dual Bachelor of Arts in Human Development and Family Studies & Sociology, with a minor in Women’s Studies, from the University of Connecticut.

Her dedication to service has earned her numerous accolades, including the 2023 Inspiring Community Service Award from the Western New England University Black Law Students Association and recognition from the Massachusetts Supreme Judicial Court in October 2023 for providing over 100 hours of pro bono legal services to those in need.

Beyond her professional work, Kally is deeply involved in her community. She serves on the Board of Directors for the Connecticut Alliance of Foster and Adoptive Families and is a proud member of Delta Sigma Theta Sorority, Inc.

In her free time, Kally enjoys traveling, spending quality time with her family, and giving back through volunteer work.
